The scandal surrounding the Texas Lottery is prompting big changes in the Legislature. The Texas House passed a bill Monday morning that will transfer the lottery games to the Texas Department of Licensing and Regulation and abolish the Lottery Commission.

Under the compromise plan, the Lottery Commission would be abolished and oversight of the games, as well as Charitable Bingo, would be placed with the Texas Department of Licensing and Regulation. There could also be a new advisory committee.

Senate Bill 3070 would abolish the lottery's governing board but allow the games to continue under the authority of a different state agency.
